The Verification Policy applies to the verification of registration data for domain names in the .lv top-level domain, including the identification of Registrants and contact persons and the verification of registration data.
The Verification Policy is binding on the Registry Operator, Registrars, as well as domain name Applicants and Registrants.
The terms used in the Verification Policy correspond to the terms defined in the Policy for acquisition of the right to use domain names under the top-level domain .lv.
In addition, the following terms are used in the Verification Policy:
Identification – a set of activities through which information about a Registrant or Applicant is obtained and the person’s identity is established.
Verification - a set of activities through which the submitted data are checked for accuracy and completeness.
The Registrar shall ensure the verification of domain name registration data for the domain names under its management, while the Registry Operator shall ensure the verification of domain name registration data for direct registrations under its management.
Where necessary, the Registry Operator may carry out additional verification of domain names managed by a Registrar.
The scope of Verification and the means of verification used may vary depending on the circumstances of the particular case.
Only the data and documents necessary to verify the accuracy and completeness of the registration data shall be processed during Verification.
Verification may be carried out using electronic identification means, publicly available or reliable registers, contact information verification solutions, document checks and other means of verification.
The Verification process applies to the information stored in the Registry that is necessary and sufficient to identify and contact the Registrant, including the following information concerning the Registrant and contact persons:
the domain name;
the registration date;
the Registrant’s first name and surname or name, e-mail address and telephone number;
the e-mail address and telephone number of the domain name contact person, if they differ from the Registrant’s e-mail address and telephone number.
During the Verification process, at least one of the Registrant’s means of communication shall be verified.
Registration data shall be verified:
during or after domain name registration;
during domain name renewal;
upon transfer of domain name management to another Registrar.
Registration data may also be verified:
when the Registrant, contact information or other information specified in Article 5.1 is changed;
upon receipt of information or a complaint concerning potentially false, incomplete or outdated data;
in other cases on the basis of a risk assessment or in order to ensure compliance with the requirements of laws and regulations.
Registration data Verification shall be proportionate, reflect industry best practices and, insofar as technically possible, take account of solutions available in the field of electronic identification, and may include:
identification of the person;
verification of data completeness and format;
verification of contact information;
verification of legal capacity;
other checks to verify the accuracy and completeness of the data.
The Registry Operator or Registrar may set a deadline for correcting the data or submitting additional information.
If the Registry Operator initiates a Verification procedure, including in relation to a domain name managed by a Registrar, the Registrant shall receive a notice at the e-mail address used for the registration of the domain name or domain names, requesting verification of the registration data.
Insofar as technically possible and in order to avoid duplicating the collection and verification of domain name registration data, where a Registrant has undergone Identification or Verification in accordance with Article 5.3 or 5.4 and no new circumstances have been identified that give rise to doubts regarding the accuracy, completeness or currency of the data, the results of the relevant Identification or Verification may also be applied to other domain names registered by that Registrant.
If the registration data are found to be accurate and complete, the Registrant shall retain the right to use the domain name.
If the registration data Verification is unsuccessful or the Registrant fails to provide the requested information within the specified period, the technical information of the domain name shall be disabled and the procedure for termination of the agreement on the right to use the domain name shall be initiated in accordance with the procedure laid down in the Policy for acquisition of the right to use domain names under the top-level domain .lv.
After the technical information of the domain name has been disabled and until the date on which the domain name is deleted, the Registrant shall have the right to remedy the identified non-compliance by completing the requested Verification.
The Registry Operator may prevent the transfer of domain name management to another Registrar or the transfer of the domain name to another Registrant while the Verification process is ongoing or until the identified non-compliance has been remedied.
The Registrar shall:
ensure the verification of domain name registration data in accordance with the Verification Policy, the requirements of applicable laws and regulations, the Registry-Registrar Agreement concluded between the Registry Operator and the Registrar (hereinafter - the Contract), and the procedures applicable under the Contract, using the Registrar’s own means and solutions;
maintain verifiable information concerning the Verification performed;
upon request by the Registry Operator, provide information concerning the Verification activities performed;
co-operate with the Registry Operator in cases involving data verification.
The Registry Operator shall include in the Contract with the Registrar the requirements necessary for the performance of the Verification and data processing obligations laid down in the Verification Policy, with the aim, insofar as technically possible, of avoiding duplicate collection of domain name registration data.
The transfer, storage, automated entry and updating of data, and other administrative or technical activities related to the Verification process carried out on the basis of the Contract shall not be regarded as duplicate data collection.
The Registrar shall ensure that its authorised persons who provide domain name registration services undertake obligations corresponding to the requirements laid down in the Verification Policy and the Contract.
The Verification Policy shall be applied together with the Policy for acquisition of the right to use domain names under the top-level domain .lv, the NIC Privacy Policy, the Contract and other rules of the Registry Operator published on the Registry Operator’s website, as well as applicable laws and regulations.
The Verification Policy shall not restrict the right of a Registrar to apply more detailed or stricter Verification procedures, provided that they comply with applicable laws and regulations and the Verification Policy.
The Verification Policy shall enter into force on 1 September 2026 and its implementation shall commence no later than 1 June 2027.
The Verification Policy may be reviewed and amended at any time, in which case the amended Verification Policy shall enter into force upon its publication on the website of the Registry Operator for the .lv top-level domain.
In the event of any conflict between the Verification Policy and the Policy for acquisition of the right to use domain names under the top-level domain .lv, the Policy for acquisition of the right to use domain names under the top-level domain .lv shall prevail.
