How to register a domain name under ccTLD .lv?
To register a domain name under .lv , you have to read rules concerning domain name registration, check if your selected domain name is not already registered by someone else and then fill in an on-line domain name registration form. There is no written agreement to sign for registration. After domain has been registered you will receive an invoice that has to be paid.
Do I have to sign a formal agreement?
By submitting domain name registration form you enter into an electronic agreement with the Registry. The agreement comes into force when the Registry accepts the registration of the domain name.
Who can register domain name under .lv?
Domain names can be registered by any person. There are no limitations how many domain names a Registrant may register
Is a local presence of the domain name holder or the DNS servers required?
There is no local presence required to register a domain name under .lv - Registrants may be foreigners. Local domain name hosting also is not required.
What information must be provided in the registration form?
In the domain name registration form you have to provide your personal information - name of your company, its registration and VAT number, legal and postal address. If you register domain name as a natural person, you have to indicate your personal ID number. You also have to provide contact information of representatives - first name, last name, address, phone and fax number, e-mail address of the administrative, billing and technical contact persons.

What is the fee for a domain name registration?
An annual fee for domain name registration and renewal is EUR 10.50.

When is it possible to start using newly registered domain name?
It is possible to use the domain name after you have received an e-mail confirming domain name pre-registration. In order to use the domain name you have to provide technical information.
What happens if I do not pay the invoice in time?
If the invoice issued for the domain registration is not paid within the time limit prescribed in the invoice, there is a reminder e-mail sent to one of the contact persons' e-mail addresses. If Registry does not receive the payment within 14 days from the day the reminder e-mail was sent, domain is deleted from .lv zone. It is available for re-registration after a 30-days hold period.
What is the difference between Zone Delegation and Individual host and/or Mail exchanger registration?
To establish a zone for your domain name you have to have 2 different domain name servers, that is - servers that support your domain name records and are able to transfer them to any other domain name server on the Internet. If you have server which supports homepage or e-mail services with your new domain name you should choose second option in the registration form - Individual host and/or Mail exchanger registration where you would indicate the name for your homepage or mail server.
Can I register a domain name without knowing the technical information?
You can register a .lv domain name also without knowing where you will host it. In such case do not provide technical information. Your domain name will be registered to point to special homepage for inactive domain names. You will have a possibility to provide technical information later.
How to change a contact person or technical information for a registered domain name?
You can change contact persons, DNS servers or IP addresses for your domain name by sending us an e-mail from the e-mail address of the current domain name contact person, or you can use On-line system to make all necessary updates.
How to change the holder of a registered domain name?
Changing domain name holder is a seriuos act, therefore . The current holder of the domain name has to send a signed letter to the Registry, confirming domain name transfer. This letter should be sent to:

How does one become a .lv registrar?
In order to become a .lv registrar, you must sign a contract with the Registry, namely, the Institute of Mathematics and Computer Science, University of Latvia. The registrar is responsible for the payment and name servers for the domains in its management.
What is the registrar’s accreditation cost?
A contract for the intermediary services of registering domain names can be signed free of charge and with no advance payment.
How many domain names must be registered in order to become a registrar?
The number of domain names managed by the registrar is of no importance. In order to enter a contract and become a .lv registrar, it is not necessary to have registered .lv domain names.
How the registrar registers .lv domain names?
At the moment, NIC provides registrars with the ability to register domain names in an online system, by filling out a form. Unlike for any other person, the form completion procedure has been simplified for registrars. The registrar only has to specify the data of the domain name user and contact-person. The rest of the data will automatically be added to the form.
How long does it take for domain names registered by the registrar to be activated?
A domain name that has been registered by a registrar will be activated in the time span of 30 minutes.
How is payment made for domain names managed by the registrar?
Up to the fifth work day of the month, the registry prepares and sends a bill to the registrar, which includes:
- the fee for the rights to use the domain names registered in the past month;
- the fee for the extension of the rights to use for those domain names whose paid term of use ends during the month of the bill’s preparation.
If the registrar fails to make payment by the date specified on the bill, the registry calculates the percentages of late fees in accordance to the contract signed by both parties.
What kinds of discounts apply to a registrar’s domain name registration and extension of the rights of use period?
Discounts are calculated based on the contract’s appendix titled, “Fees and terms of payment.” The percentage of discounts depends on the number of domain names managed by the registrar.
How can a registrar discontinue its connection with a certain domain name?
In the NIC client online system, NIC24, the registrar can refuse to extend the period of the rights of use, if payment for it is included in the current bill. The registrar, in making changes to the domain name contact-person data, can resign from its status as a registrar. In this case, the domain name user becomes responsible for payment for the domain name.
Can a registrar indicate A, MX, or CNAME type of entries to domain names as technical information?
For the domain names registered by the registrar its default name servers are indicated automatically. Therefore, to the domain names managed by the registrar in the NIC database, only NS entries can be indicated. Other necessary entries can be kept in the servers of the registrar.

How does one become the client of a registrar?
One must address the chosen registrar and enter into a contract regarding domain name registration services. Further formalities with NIC will be settled by the registrar in its client’s name.
